ABSTRACT:
The contemporary security and politico-military environment is characterized by unpredictability and volatility, accompanied by a restructuring of the global balance of power and an intensification of geopolitical competition. The consolidation of a multipolar international order is manifested through the convergence and contestation of the strategic interests of major powers, including the United States, China, Russia, the European Union, and India, thereby generating novel security challenges and regional instabilities. This dynamic transcends the politico-military domain and encompasses economic, technological, energy, information security, cyberspace, and scientific spheres, rendering the security landscape increasingly multidimensional and complex.
Under these conditions, national security and defense policies necessitate flexible, anticipatory, cooperative, and science-driven reforms. Leading states are institutionalizing defense science and technology within state policy frameworks by establishing integrated systems of research, development, production, and innovation, which underscores the centrality of scientific advancement in the enhancement of defense capabilities. For Mongolia, however, the defense sector remains constrained by obsolescence of weaponry and equipment, limited scientific and technological capacity, and underdeveloped innovation infrastructure. Addressing these structural deficiencies through the development and implementation of a coherent, science- and technology-based policy constitutes a fundamental strategic requirement for safeguarding national security and sovereignty.
