ABSTRACT:
As the international strategic environment changes rapidly, major powers are beginning to implement new strategies and methods in their special services and intelligence operations in the defense sector. This article compares China’s “Three War Missions”, the US ODNI 2.0 reform, and some aspects of the “quality-to-quantity” approach of Russian special services.
China’s “Three War Missions” is a strategy to neutralize an opponent without fighting using information, psychological, and legal means. The US ODNI 2.0 is a restructuring of the country’s intelligence agencies, focusing on operational coherence and efficiency, and is aimed at ensuring national security. This article emphasizes that since the war in Ukraine, Russia has shifted from a small number of trained forces to a large number of untrained individuals in its intelligence and influence operations, and has begun to use tactics to pressure opponents with large numbers of people. These changes demonstrate the increasing role of special services and the importance of information-psychological tools in the strategic competition of great powers, and it is important for other countries to study and understand this and incorporate it into their policy planning.
